Exclude tag from scope

Currently a scope can be created with matching "any" or "all" tags. It would be great if we had a "none" or "exclude" option, in which the listed tags would be excluded.

I was just thinking about putting the same request as well.

This will be really useful and I don't think it should take much effort to do from the system.

+10 from here. We are currently doing lot of workarounds, but it is not working good enough.. Hope this will be added very soon
