I wanted to find out if there is anyway for PC Monitor to test to verify if Exchange is up and running and not just services but actual services like Outlook Web App. Thank you.

Were you looking for an automated system? There are two choices I can think of

 

a) Using Power of the Shell plugin which would allow a manual check

Writing your own plugin that would auto check
