The ability to view a users browsing habits and alerts on specified sites would be useful if possible

This would change the application in a spyware if you try to monitor someone's browsing history. It's more recommended to use a firewall with a transparent proxy to prevent access to websites you want to block, rather than monitoring the history which can include ads and malicious popups.

Pauls idea also sounds like a better solution to achieve what you want. Not saying it is not possible to do in PC Monitor.

Just be aware that it is illegal in some countries to obtain these information for parsing and statistics.

How about just getting a notification if a select site/sites are hit?

That's still considered monitoring / spying. You can do this youself in a plugin if you wish so, just make sure it's legal.

ok, just looking for a way to see if and when someone hit windows update.
