What do folks consider best-practice for this? I need to push out a very small app, but PW has no file storage which seems like a HUGE roadblock.

You can use public cloud providers like Dropbox or Google Drive and then change their URLs to provide direct download links rather than holding pages. Here's a KB article (link) on this.
