I am a new vpn user and I have insufficient knowledge about vpn. I just confused that l2tp and ikev2 are uses ipsec for data security, so why both are use as a protocol.

Both L2TP/IPSec and IKEv2/IPSec are still used in VPN implementations, it's just different implementations and both come with pros and cons.

Thank You Paul. I read this blog post and it is very helpful to know about protocols. In the meantime, I searched an find some good guides on ikev2 as well like
