I have been able to setup SNMP monitors using polling, but does pulseway have a trap listening function?  If not, are there any recommended alternatives for plugins or 3rd party apps that can listen for trap messages and write to windows event logs or do some other kind of forwarding that will work with pulseway?

Have you tried to configure the conditions for the SNMP variables? So the notification is sent only if the value for the Oid variable exceeds certain value. For more details about this, please check out this article.
