Error when validating account

My account was locked out and while it was locked out I sent a request to reset my password. Once I reset my password this is the error I get now.

This is part of the server protection. The account will automatically unlock after 15 minutes - however if too many bad requests are issued the IP address is locked too.

This feature has been added to protect the user accounts.

My account was locked out and I waited the 15 minutes for it to unlock and I am getting this error again who do I need to speak to, to get my account unlocked please?
