Looking through the notification rules I don't see a method to monitor if a certain process stays at 0 CPU usage. I'd like to monitor if a certain program locks up, unfortunately when it locks up the Not Responding rule doesn't work. 

You can do that by creating a performance counter monitor. Go to Notifications -> Counters -> Add -> Category: Process -> Instance: processname.exe -> % Processor Time.
