After we stop Pulseway service either via Services-Stop or with PowerShell, a minute a two later the service starts running again. Why does it start again and how can we avoid that?

We are taking snapshots of our server, but when we create (or restore) new server from that snapshot we are getting swarmed by conflicting Pulseway notifications.
