    dmonroe55 got a reaction from Chris in cannot get user login notification   
    it was a group policy.  We didnt have the user logon monitor checked in the group policy because we didn't want to get notified about every computer in the group.  We simply turned it on for the pcs we wanted and it was never turned off by group policy.  We just turned off the group policy.
