creating simple custom desktop application to show notifications on windows desktop

Hello all, my goal is to create a simple custom desktop application to show notifications on windows desktop.  
The problem I am trying to solve is that when I'm working on the service desk and I start working on a ticket I lose track of new tickets coming into the system. I find it hard to focus and read when I constantly have to go back to the service desk webpage and refresh it to see if new tickets come in. 
It would be great to have a windows application running on my system that is aware of new tickets coming into the service desk and pop up some form of a notification on my system.  
I need some help in getting started. 
I know how to program in python and my idea was to use Python and the REST API somehow to achieve this. The community's input would be greatly appreciated.
