Unable to install with windows 8.1 64bits in Windows Posted June 5, 2014 I had the same issue.  Event log showed DIRCA_CheckFX error   I found a fix here:  The solution is to go into c:\users\"username"\AppData\Local\ then right click on "temp" and choose "properties". In the security add the username you are logged on to the computer with and give it full rights.
